"Your forum is taking place at a rather difficult time for international relations. The global economic crisis has an effect on a wide range of problems requiring collective solutions, such as regional conflicts, terrorism, the threat of proliferation of weapons of mass destruction, drug trafficking, organized crime and piracy. There is a need for coordinated efforts to clean up the aftermath of natural and man-made disasters and to ensure energy and food security," the message, posted on the Kremlin website, said.
"Obviously, the United Nations has the leading role in the discussion of and the search for answers to these challenges. Other forms of multilateral cooperation are also in demand in the formation of the poly-centric world order. Uniting more than a half of nations, among them the most dynamically developing countries, the Non-Aligned Movement makes a significant contribution to the strengthening of global confidence and stability," Putin said.
"Time has proven the correctness of the goal of your forum formulated decades ago - international detente through de-ideologization of world politics and the establishment of high humanist ideals," he said.
"I am confident this is a solid foundation for building a modern system of interstate relations, which may respect the right of every people for its own path of development, cultural and historical identity," Putin said.
Russia unwaveringly holds a balanced foreign policy, seeking the creation of a common security space without division lines, he said.
"We are prepared for further strengthening of interaction with the Non-Aligned Movement in the interests of peace and prosperity, for the benefit of entire mankind. I wish you success and fruitful work," the president said.
Around 110 states are attending the conference and more than 45 states have sent their top officials to the heads-of-state summit underway in Tehran.
NAM is an international organization of states considering themselves not formally aligned with or against any major power bloc. NAM is the largest grouping of countries outside of the United Nations.
NAM member states represent nearly two-thirds of the United Nations' members and comprise 55% of the world population, particularly countries considered to be developing or part of the Third World.
